Bylaw #1a: Lex can talk always out of turn. And as much as she want.
Bylaw #1b: Lex shall be able to talk out of turn only when wearing pink
ByLaw #2: Thy shall refrain from calling thy President, cute, nice sweet, lovely or whatever

Bylaw 1a seems not to be an exception to bylaw 1, for it doesn’t say that Lex doesn’t get gagged when talking out of turn…
bylaw 1 says clearly everyone gets gagged - what includes her
bylaw 1a does not say that the punishment mentioned in bylaw 1 is not to be put on her.

I think 1a should be overturned, for it clearly conflicts with 1b.
